Changes to the mute moads

Description

Currently, if the global mute command is used, no sounds will be produced by Qwitter. However, despite this, speech about new events is still received (is this a bug at all?). What's more, other mute commands can still be used by issuing the standard mute keystroke. Again, is this intentional? If not, may be Qwitter could be forced to disallow any mute-related keystrokes to be used while in global mute moad.
