Readme improvements

Description

A couple of improvements need to be made to the readme:

  • Note in troubleshooting that the timezone set on Twitter (detail how to find this please) must match with that set on the computer.
  • Remove date from readme entry page
  • Add discussion of possible Twitter API issues and how Qwitter handles them
  • Re-word the section on sessions to more-clearly define them as applications running on the Qwitter platform

I have just addressed most of these improvements in my latest commit. I will deal with the discussion of Possible Twitter API issues shortly. The one that most easily comes to mind first is the issue of Twitter being over capacity. Can you suggest others?
